How permissions are presented to people editing a role.
The bits themselves live in types/permissions.ts. This describes them as either a create/read/update/delete cell of a resource, or an action a member may perform. A cell can come from either scope: the "Channels" row, for example, takes create/update/delete from the server mask and read from the default channel mask.
Permissions that are not listed here are never offered: the superseded manage_channels/manage_roles, and manage_emojis, which nothing enforces yet.
