Sent to every other member of a private channel the moment someone asks for a call token, so their client can ring.

Deliberately raised from the token request rather than from LiveKit's participant webhook: the webhook only lands once the caller has actually negotiated with the media server, which is both slower and dependent on the webhook being reachable at all.
